MONTEREY BOARD OF HEALTH MEETING MINUTES

Date:  June 18, 2012
Present:  Robert Annelli, Peter Kolodziej and John Makuc
Also Present: Scott Cole, owner of the Monterey General Store

The meeting began at 4pm

1.  The Board asked Scott Cole, owner of the Monterey General Store to come in to further discuss a party held there without any health permits or a certificate of occupancy from the Building Commissioner.  The Board also wanted to follow up on Scott’s plans and intentions to file for permits.  Scott stated that the event was a meet and greet with approximately 20 people for Bill Shein who is running for congress.  Scott stated he was unaware that he needed any permits for this type of event.  Scott stated that there was only cheese and crackers served and the Board agreed that if that were the case then they have no further issues with that event but that Scott would still need to deal with the Building Commissioner on the issues he has.  Regarding his future plans: Scott is working on getting the required ansul hood system installed.  The Board suggested that while waiting for that he could still open with limited functions once the Building Department issues a certificate of occupancy.  Scott will need to provide a narrative with his permit applications and fees.
2.  Town Nurse Proposal study:
a.  Sarah Bankert who was contracted to help us with the surveys to be done just learned she is losing her position within Cooley Dickenson (program was terminated) and will not be able to finish the resident survey.  She did offer another highly recommended name that is interested in finishing the remainder of the work we need.
b.  The Board reviewed the sample provider survey and had some minor changes which John will give directly to Sarah.
3.  The Board discussed the upcoming hearings to be held for health violations on Mt Hunger Rd and New Marlboro Rd.
4.  Peter will be inspecting the local camps in the upcoming weeks.
5.  The Board discussed whether or not the business that opened on Pixley Rd without a special permit will concern the Board at all.  There are scenarios that may require Board of Health approval (25 or more people using the facility, water testing, etc) and they will have a chance to comment on it when the special permit application is submitted.  This had come before the Board when the renovations were proposed but it was proposed as a residence not as a business.
6.  Peter made a site visit to the Sylvan Rd property that we have received complaints on in the past.  One of the Select Board members is anticipating questions from the 2nd homeowners on it.  Peter did not find any health violations.  The Building Department may have options under the building code and abandoned properties.
7.  The next meeting is scheduled for Monday, July 2, 2012 at 4pm.
